Café Pan-Afrika – The Conflict in Ivory Coast

The late 1980s and the early 1990s marked by the end of the Cold War motivated countries that were said to be ruled by dictators to opt for multiparty democracies. In order to uproot the unique and old PDCI-RDA political party, Ivorians adhered to the multiparty democracy that was legalized in april 1990.

Nine years later the country registered its first bloodless state coup on Christmas Eve 1999. The democratically elected president Bédié was overthrown and General Robert Guei took office. A presidential election followed in 2000 that brought Laurent Gbagbo to power after mass protest forced General Guei to cede power. The following decade saw much much political turmoil in the country which culminated in the 2010 presidential election where both main candidates claimed victory. Laurent Gbagbo was accreditated by the Ivorian Constitutional Council while Ouattara was appointed by the Independent Electoral Commission. Once more the country was at war.

The international community and some NGOs therefore urged president Gbagbo to step down and leave the presidential seat to Ouattara who seemed to be the happy winner. Once President Gbagbo refused, he was attacked, bombed and arrested by the French Licorne and the UN (UNCI) before being sent to the Hague where a process is held against him until today.

The lecture about the conflict in Ivory Coast will examine the following questions:
1. Was the conflict in Côte d’Ivoire a religious or ethnic one?
2. Could it be considered a neocolonial issue?
3. Is there any fact confirming the rivalries to be a civil war?
4. Was that conflict a resource war or not?

Dr Ley Ikpo is a double Doctor. He graduated with a Master’s in International Relations from Stockholm University. He achieved a Ph.D in International Relations, Diplomacy and Strategic Studies from CEDS in France and hold another Ph.D in Public Law main field of studies political Science From Sorbonne University (France). He is a specialist in conflict, conflict resolutions and developement. He is a researcher in Political Science at CEDS (Paris)
